Mosepele’s voice resonates in communities and on national platforms, representing Basotho youth in critical discussions and initiatives. MFDF engages young people as critical decision-makers and participants in the design, delivery, and monitoring of health and socio-economic services.Guided by the Lesotho National Youth Policy, MFDF represent Basotho youth nationally, including at Lesotho Country Coordinating Mechanisms (LCCM) and PEPFAR COP meetings.MFDF has a proven track record in executing impactful projects, including PEPFAR Community Lead Monitoring, The Global Fund’s Her Voice Fund, Global Fund for Children’s Mental Health etc.MFDF is looking for suitable candidates for the following positions:

Reports To: HR and Admin Manager 

Position Overview

The Human Resource Assistant will be responsible for managing all HR-related activities for the DREAMS project. This role includes overseeing recruitment and staffing, employee relations, performance management, training and development, compensation and benefits, and HR administration. The HR Officer will work closely with management and Project staff to ensure that HR practices align with the project’s goals and organizational policies.

Key Responsibilities

  • Recruitment and Staffing
  • Job Analysis: Develop and update detailed job descriptions and specifications for positions within the DREAMS component of  Bokamoso project.

    Recruitment Process: Manage the end-to-end recruitment process, including advertising vacancies, screening applications, conducting interviews, and facilitating selection.

    Onboarding: Coordinate and execute the onboarding process for new hires, ensuring they are properly introduced to the project, its policies, and their roles.

  • Employee Relations and Support
  • Employee Assistance: Provide support to employees by addressing their queries regarding HR policies, procedures, and workplace issues.

    Conflict Resolution: Manage and resolve employee conflicts and grievances in a fair and timely manner, ensuring a positive and productive work environment.

    Employee Engagement: Promote and implement initiatives to enhance employee engagement and satisfaction.

  • Performance Management
  • Appraisal System: Assist in implementing and managing the performance management process, including setting performance objectives, conducting performance reviews, and providing feedback.

    Development Plans: Support the creation of personal development plans for employees based on performance appraisals and career aspirations.

  • Training and Development
  • Training Needs Assessment: Identify training needs through performance evaluations, feedback, and organizational requirements.

    Training Coordination: Organize and coordinate training programs and workshops to enhance employees’ skills and knowledge relevant to their roles and the project’s needs.

    Professional Development: Support continuous professional development initiatives and career growth opportunities for project staff.

  • Compensation and Benefits
  • Payroll Administration: Assist with the payroll process, including verifying timesheets, calculating salaries, and ensuring timely payments.

    Benefits Management: Administer employee benefits programs, including medical aids, retirement plans, and other perks. Ensure that benefits are administered in accordance with project, organizational policies and local laws.

    Compensation Analysis: Conduct salary reviews and market comparisons to ensure competitive and equitable compensation practices.

  • HR Policies and Compliance
  • Policy Development: Develop, implement, and update HR policies and procedures in alignment with organizational standards and donor requirements.

    Compliance: Ensure compliance with labor laws, regulations, and organizational policies. Keep abreast of changes in employment legislation and adjust policies as needed.

    Documentation: Maintain accurate and confidential employee records and documentation.

  • Health, Safety, and Well-being
  • Health and Safety: Implement and monitor health and safety procedures to ensure a safe working environment for all employees.

    Well-being Programs: Promote and manage employee well-being programs and initiatives, addressing physical and mental health needs.

  • HR Administration and Reporting
  • Documentation Management: Ensure proper documentation of all HR processes, including recruitment, performance evaluations, and disciplinary actions.

    Reporting: Prepare and present HR reports and metrics to management, including turnover rates, training completion, and employee satisfaction levels.

    System Maintenance: Maintain and update HR information systems and databases, ensuring accuracy and confidentiality of employee data.

  • Coordination and Communication
  • Team Collaboration: Work closely with project teams and departments to ensure HR strategies and practices align with project goals and objectives.

    Communication: Facilitate clear and effective communication between employees and management, ensuring understanding and adherence to HR policies and procedures.

    Qualifications

    Education and Experience

    Education: Diploma in Human Resources, Business Administration, Psychology, or a related field. HR certification (e.g., SHRM-CP, CIPD) is an advantage.

    Experience: Minimum of 3-5 years of experience in HR roles, preferably with experience in managing HR functions within USAID funded projects or international development settings.

    Skills and Competencies

    HR Expertise: Strong understanding of HR principles, employment laws, and best practices.

    Communication: Excellent verbal and written communication skills, with the ability to interact effectively with staff at all levels.

    Organizational Skills: Strong organizational and time-management skills, with the ability to handle multiple tasks and priorities efficiently.

    Problem-Solving: Effective problem-solving and conflict resolution skills, with the ability to address employee issues sensitively and effectively.

    Attention to Detail: High level of accuracy and attention to detail in managing HR documentation and processes.
