Position Overview
The Finance Manager will be responsible for managing the financial operations of the DREAMS component within the BOKAMOSO Project. This role involves overseeing budgeting, financial reporting, compliance, and financial management to ensure the effective and efficient use of resources. The Finance Manager will work closely with the Senior Finance Manager to ensure financial integrity and adherence to donor and organizational policies.
Key Responsibilities
1. Financial Planning and Budgeting
Budget Preparation: Assist in the development and preparation of the project budget, including detailed cost projections and financial forecasts.
Budget Monitoring: Monitor budget performance, track expenditures, and ensure adherence to approved budgets. Provide timely updates on budget status and variances.
Forecasting: Support financial forecasting and planning activities to ensure alignment with project objectives and financial targets.
2. Financial Reporting
Reports Preparation: Prepare and submit regular financial reports, including monthly, quarterly, and annual reports, ensuring accuracy and compliance with donor requirements and organizational policies.
Analysis: Conduct financial analysis to identify trends, discrepancies, and areas for improvement. Provide insights and recommendations based on financial data.
Documentation: Ensure that financial documentation is complete, accurate, and up-to-date for audit purposes and donor reporting.
3. Financial Management and Controls
Expenditure Management: Oversee the processing of financial transactions, including payments, reimbursements, and procurement, ensuring adherence to budgetary constraints and organizational policies.
Internal Controls: Implement and maintain effective internal controls to safeguard project assets and ensure compliance with financial policies and procedures.
Compliance: Ensure compliance with donor regulations, financial reporting standards, and organizational policies. Address any compliance issues promptly.
4. Cash Flow Management
Cash Flow Monitoring: Manage cash flow for the DREAMS component, ensuring sufficient liquidity for project activities and timely processing of transactions.
Bank Reconciliation: Oversee bank reconciliations and ensure accuracy in financial records.
5. Financial Systems and Processes
Systems Management: Utilize and manage financial systems and software to maintain accurate financial records and facilitate efficient financial operations.
Process Improvement: Identify opportunities for improving financial processes and systems to enhance efficiency and effectiveness.
6. Coordination and Support
Collaboration: Collaborate with other project teams, departments, and external partners to ensure financial alignment and support project implementation.
Training: Provide financial training and support to project staff to ensure understanding and adherence to financial procedures and policies.
7. Audit and Compliance
Audit Preparation: Assist in preparing for internal and external audits by ensuring that all financial records and documentation are complete and accessible.
Audit Responses: Address audit findings and recommendations, implementing corrective actions as needed to resolve any issues identified.
Qualifications
Education and Experience
Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A Master’s degree or professional certification (e.g., CPA, ACCA) is preferred.
Experience: At least 5 years of experience in finance or accounting roles, with a focus on managing USAID funded projects
Skills and Competencies
Financial Expertise: Strong understanding of financial management, accounting principles, and budgeting processes.
Analytical Skills: Proficiency in financial analysis and problem-solving, with the ability to interpret complex financial data.
Attention to Detail: High level of accuracy and attention to detail in financial reporting and documentation.
Communication: Excellent communication skills, with the ability to present financial information clearly and effectively to diverse audiences.
Technical Proficiency: Proficiency in financial management software and Microsoft Office Suite (Excel, Word, PowerPoint).
