Guided by the Lesotho National Youth Policy, MFDF represent Basotho youth nationally, including at Lesotho Country Coordinating Mechanisms (LCCM) and PEPFAR COP meetings.

MFDF has a proven track record in executing impactful projects, including PEPFAR Community Lead Monitoring, The Global Fund’s Her Voice Fund, Global Fund for Children’s Mental Health etc.

Project: BOKAMOSO Project

Job Type: Full-Time

Reports To: Finance Manager

Position Overview

The Finance Officer will be responsible for managing financial transactions, administering requisitions, and supporting the day-to-day financial operations of the DREAMS component within the BOKAMOSO project. This role involves ensuring accurate financial record-keeping, compliance with financial policies, and providing support to the Finance Manager to achieve project financial objectives.

Key Responsibilities

1. Financial Transaction Management

Transaction Processing: Administer and process financial transactions, including invoices, purchase orders, and expense reports, ensuring accuracy and adherence to project budgets and financial policies.

Record Keeping: Maintain accurate and up-to-date financial records and documentation for all transactions, ensuring compliance with donor and organizational requirements.

Data Entry: Enter financial data into the accounting system, ensuring accurate and timely recording of transactions.

2. Requisition Administration

Requisition Handling: Process and review requisitions for goods and services, ensuring compliance with project procurement policies and budgetary constraints.

Approval Coordination: Liaise with relevant departments and Senor staff to obtain necessary approvals for requisitions and ensure timely processing.

Vendor Management: Coordinate with vendors and suppliers to ensure accurate and timely delivery of goods and services as per project requirements.

3. Financial Reporting and Documentation

Report Preparation: Assist in the preparation of financial reports and statements, including monthly, quarterly, and annual reports, ensuring accuracy and completeness.

Documentation: Ensure all financial documentation, including receipts, invoices, and contracts, are properly filed and readily accessible for audits and reviews.

Compliance: Ensure compliance with financial policies, donor requirements, and organizational procedures in all financial transactions and documentation.

4. Budget Monitoring and Support

Budget Tracking: Assist in monitoring project expenditures against the approved budget, identifying and reporting any variances or discrepancies.

Support: Provide support to the Finance Manager in budget preparation, financial forecasting, and financial analysis.

5. Cash Management

Cash Handling: Assist in managing project cash flow, including petty cash and bank transactions. Ensure accurate cash handling and reconciliation.

Reconciliation: Perform regular reconciliation of bank statements, cash accounts, and other financial records to ensure accuracy.

6. Compliance and Internal Controls

Policy Adherence: Ensure adherence to financial policies, procedures, and internal controls. Report any deviations or potential issues to the Finance Manager.

Audit Preparation: Assist in preparing for internal and external audits by providing necessary documentation and information.

7. Coordination and Support

Team Collaboration: Work closely with project teams, departments, and project partners to ensure smooth financial operations and support project implementation.

Training: Provide training and support to project staff on financial procedures and systems as needed.

Qualifications

Education and Experience

Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.

Experience: At least 2-3 years of experience in finance or accounting roles, with experience in USAID funded projects or similar initiatives preferred.

Skills and Competencies

Financial Acumen: Strong understanding of financial management, accounting principles, and budgeting processes.

Attention to Detail: High level of accuracy and attention to detail in financial record-keeping and reporting.

Technical Proficiency: Proficiency in financial management software and Microsoft Office Suite (Excel, Word, PowerPoint).

Organizational Skills: Strong organizational skills with the ability to manage multiple tasks and priorities effectively.

Communication: Good verbal and written communication skills, with the ability to interact effectively with colleagues and stakeholders.
