Partners In Health is the implementer under the TB Elimination project. The project is aimed at accelerating the reduction in TB incidences and mortality, improve access to highly sensitive and rapid diagnostics, ensure access to quality-assured and patient-centered care and contribute to the reduction of catastrophic costs.


To realize this great mission, PIH-Lesotho has a goal to screen everybody, test all presumptive TB clients, initiate all newly diagnosed TB patients, conduct contact tracing, test all the contacts and initiate all eligible clients on TB preventive Therapy. PIH Lesotho will implement innovative community and facility based interventions in Lebakeng, Tlhanyaku, Bobete, Methalaneng, Manamaneng and in the entire district of Mohale’s Hoek district.


Partners In Health- Lesotho (PIH-Ls) is looking for competent candidates to fill in the following position (s):

Position Overview:


Health Reform Project lead position is a clinical and program managerial position. The candidate will be in charge of PIH’s efforts to accompany the Ministry of Health (MOH) in achieving TB targets, improving health service delivery and health outcomes. S/he is expected to supervise PIH’s district teams and provide continuous technical support to District Health Management Teams (DHMT), monitor the project performance and prepare reports for the donor, PIH and MOH.


The health reform program lead is also expected to participate in the development of clinical guidelines, standard operating procedures (SOPs), and strategies for continuous improvement of health service delivery.


Responsibilities include but are not limited to:


Team leadership and management

  • Provides overall leadership for the implementation of the TB elimination project as part of the overall PIH health system strengthening initiative.
  • Lead a multi-disciplinary team of clinical and non-clinical staff at the health reform and TB elimination project
  • Manage health system strengthening projects supported by PIH Lesotho
  • Lead preparations and costing of annual work plans for the health system reform and TB elimination project
  • Represent the PIH Lesotho health reform team in high-level internal meetings and
    meetings with stakeholders
  • Manage and facilitate professional development of growing health reform team and TB elimination project
  • Prepare monthly, quarterly, and annual reports
  • Develop and maintain positive relationships with key counterparts in partner organizations, including the Ministry of Health, other NGOs, and community leaders

Technical work

  • Provide Technical Assistance (TA) to DHMTs and the Ministry of Health (MOH) in Mohale’s Hoek, Leribe, Berea, and Butha Buthe districts in the design and implementation of Health System Strengthening (HSS) interventions including people-centered and integrated primary healthcare services.
  • Provide direct oversight in the implementation of the TB elimination project
  • Provide TA on planning, and development of clinical guidelines, SOPs, health policies, and strategies, for health reform and TB elimination projects.
  • Implementation and supervision of high-quality, people-centered primary health care delivery services
  • Assistance in the integration of healthcare services across public health, primary healthcare, hospital care, and community care.
  • Provide technical assistance to the DHMTs on the implementation of innovative health interventions and strategies to achieve universal health coverage
  • Review quarterly and annual performance of different health programs and support DHMTs to develop improvement strategies for any poorly performing areas
  • Supervise and mentor health reform district teams and, district TB elimination project teams.
  • Attend relevant monthly program sector technical coordination meetings in the district, facilitating technical/coordination discussions with PIH management to ensure that needed support is provided
  • Provide technical assistance to support implementation of health systems strengthening projects to ensure that all deliverables are met
  • Participate and contribute to strategic meetings that aim to advance health service delivery and accompany the MOH in achieving its priorities and objectives
  • Actively participate in resource mobilization and research activities led by the organization’s management
  • Perform any other duties that may be assigned by the Chief Medical Officer or the senior management.
Minimum Requirements
  • Medical doctor from a fully accredited institution in the country of origin
  • Masters of Public Health (or another relevant post-graduate degree) required
  • Ability to work independently and effectively in high-impact, fast-paced environments and handle multiple requests simultaneously
  • High levels of proficiency in Microsoft Word, Excel, and PowerPoint

Managerial experience

  • Prior experience working in the health system of Lesotho
  • Minimum of seven years of experience working in the field of health system strengthening
  • Minimum three years in a managerial position
  • Prior experience in managing donor funded projects

Research and impact evaluation experience

  • Experience in operational research implementation
  • Experience in impact evaluation
  • Experience in data quality checks and data analysis
