CBA is a non-governmental organization whose mandate is to assist the Lesotho Government on five thematic areas HIV and AIDS, Livelihoods, Economic Empowerment, Food Security and Humanitarian Relief.

CBA with the support from, FHI360 will be implementing the Key Populations (KP) programs.  The project aims to strengthen the HIV prevention and care interventions for key populations (KP) through enhancing the capacity of the KP-led and KP-competent organizations to plan, deliver and optimize HIV prevention, care and treatment services to KP. CBA will implement the project focusing on Female Sex Workers (FSW) and Injecting Drug (IDU) and other priority groups in two (2) districts namely; Maseru and Leribe.

FINANCE OFFICER-EpiC COP

Job Purpose

The Finance Officer, will be responsible for supporting the project with day to day financial management (planning, budgeting, accounting and reporting) and ensure that all programmatic financial transactions are conducted legally and ethically.

Duties and Responsibilities

The Finance Officer will have the following duties and responsibilities:

  • To ensure effective budget management through accurate allocation of funding to the respective project.
  • Coordinate with program teams to track project expenditures and ensure alignment with donor budgets.
  • To ensure compliance and adherence to donor regulations and procedures, including maintenance of internal control and accountability of CBA resources.
  • To perform Monthly reconciliations and provide accurate and timely financial reporting ensuring compliance with donor guidelines and reporting deadlines.
  • Ensure proper paper trail of accounting documents, review documents for completeness, accuracy and investigate variances prior to processing payments.
  • Monitor budget utilization and ensure that all payments are done accurately, timeously and within budget.
  • Prepare payment vouchers once payments have been approved.
  • Ensure proper disbursements of advances and retirement of funds by project personnel.
  • Maintain petty cash account, check that payments are supported by documents and prepare monthly cash reports.
  • Assist in the audit of the annual financial statements and ensure implementation of audit recommendations.
  • Ensure proper documentation and filing of financial documents for easy retrieval and audit purposes (both in paper and computerised system).
  • Manage project bank accounts and ensure banking is carried out on time and that records are accurate.
  • To regularly maintain the Pastel accounting system, ensuring it is kept up to date with all the accounting transactions.

Required Qualifications and Competences

  • Degree in Finance or Accounting/Qualified General Accountant
  • Minimum of 2 years of relevant experience in financial management, preferably in the non-profit sector
  • Advanced computer skills (high proficiency in spreadsheets, Microsoft word, Access and Power Point.
  • Knowledge of PASTEL accounting system.
  • Experience with US funded projects is an added advantage.
  • Experience interacting with remote project offices and field based staff is required.
  • Excellent organizational time management, prioritization skills and attention to detail are required.
  • Excellent written and spoken English.
  • Strong attention to detail and ability to prioritize tasks to meet deadlines.
  • Knowledge of USAID and PEPFAR donor requirements and reporting (preferred).
