Mosepele Foundation Development Forum (MFDF)Founded in Lesotho in 2015, MFDF is a local youth-led organization with a presence in health facilities and communities across Lesotho and a membership of over 5,000 youth. Mosepele’s voice resonates in communities and on national platforms, representing Basotho youth in critical discussions and initiatives. MFDF engages young people as critical decision-makers and participants in the design, delivery, and monitoring of health and socio-economic services.Guided by the Lesotho National Youth Policy, MFDF represent Basotho youth nationally, including at Lesotho Country Coordinating Mechanisms (LCCM) and PEPFAR COP meetings.MFDF has a proven track record in executing impactful projects, including PEPFAR Community Lead Monitoring, The Global Fund’s Her Voice Fund, Global Fund for Children’s Mental Health etc.MFDF is looking for suitable candidates for the following positions:

Position Type: Full-Time

Overview:

The Senior DREAMS Manager will lead the implementation and management of the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) initiative within the BOKAMOSO project funded by USAID. This role is crucial for driving the project’s success in reducing HIV incidence among adolescent girls and young women. The Senior DREAMS Manager will oversee program activities, manage a team of DREAMS Managers and Supervisors, ensure adherence to project goals and USAID regulations, and coordinate with key stakeholders to maximize impact.

Key Responsibilities:

Program Leadership and Management:

  • Provide strategic leadership and oversight for the DREAMS program, ensuring alignment with the BOKAMOSO project’s objectives and USAID guidelines.
  • Develop and implement work plans, strategies, and interventions to achieve program goals.
  • Monitor and assess program performance, making data-driven decisions to enhance effectiveness and address challenges.
  • Team Management:

  • Supervise and support a team of DREAMS Managers and Supervisors, providing guidance, training, and performance evaluations.
  • Foster a collaborative and high-performance team environment, addressing any issues or conflicts that arise.
  • Ensure that team members are equipped with the necessary skills, resources, and support to carry out their roles effectively.
  • Stakeholder Coordination and Engagement

  • Build and maintain strong relationships with local government agencies, community organizations, and other stakeholders.
  • Coordinate with key partners to ensure effective delivery of program activities and to leverage resources and expertise.
  • Represent the DREAMS program at meetings, workshops, and conferences, advocating for the program’s goals and needs
  • Program Implementation and Oversight:

  • Oversee the implementation of program activities, ensuring they are executed according to the project plan and meet quality standards.
  • Monitor the progress of interventions, adjusting strategies as needed to ensure successful outcomes.
  • Ensure that program activities are responsive to the needs of adolescent girls and young women and are delivered in a culturally appropriate manner.
  • Monitoring, Evaluation, and Reporting:

  • Develop and implement monitoring and evaluation (M&E) frameworks to assess program impact and effectiveness.
  • Analyze program data and outcomes, preparing regular reports for USAID and other stakeholders.
  • Use M&E findings to inform program improvements and to report on progress toward achieving project objectives.
  • Budget and Resource Management:

  • Assist in the development and management of the program budget, ensuring efficient allocation and utilization of resources.
  • Monitor expenditures and ensure compliance with USAID financial policies and procedures.
  • Compliance and Quality Assurance:

  • Ensure that all program activities adhere to USAID regulations, project agreements, and local laws.
  • Implement quality assurance processes to maintain high standards of program delivery and reporting.
  • Strategic Planning and Development

  • Contribute to the strategic planning and development of the BOKAMOSO project, ensuring that DREAMS activities align with overall project goals.
  • Identify emerging challenges and opportunities, developing strategies to address them and enhance program impact.
  • Qualifications:

    • Education: Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a related field. A Master’s degree is preferred.
    • Experience: Minimum of 7 years of experience in program management, with at least 3 years in a leadership role related to health or HIV/AIDS programs. Experience with DREAMS or similar initiatives is highly desirable.
    • Skills:
    • Strong leadership and management skills, with a proven track record of successfully leading teams and managing complex programs.
    • Excellent project management capabilities, with experience in planning, implementing, and evaluating large-scale health programs.
    • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
    • Proficiency in data analysis and reporting, with experience in using M&E tools and frameworks.
    • Knowledge of USAID regulations and procedures is highly desirable.
    • Language: Proficiency in English is required. Additional language skills relevant to the project location are beneficial.
