Job Type: Full-Time

Reports To: Sr DREAMs Manager

Position Overview

The Monitoring and Evaluation Officer will play a crucial role in the DREAMS component of BOKAMOSO Project by overseeing and implementing M&E activities with a specific focus on collecting, analyzing, and integrating feedback from beneficiaries. The goal is to ensure that the project is responsive to the needs of its beneficiaries and to enhance the overall effectiveness and impact of the program.

Key Responsibilities

1. Monitoring and Evaluation Planning

M&E Framework: Develop and implement an M&E framework that incorporates beneficiary feedback mechanisms into the project’s overall M&E plan.

Indicators: Establish key performance indicators (KPIs) and targets that reflect beneficiary needs and expectations.

Tools and Methodologies: Design and adapt data collection tools and methodologies to effectively capture beneficiary feedback and other relevant data.

2. Beneficiary Feedback Collection

Feedback Mechanisms: Develop and manage various feedback mechanisms (e.g., surveys, focus groups, suggestion boxes, digital platforms) to gather input from beneficiaries.

Data Collection: Conduct regular field visits and surveys to collect qualitative and quantitative data from beneficiaries.

Engagement: Ensure that beneficiary feedback is collected in a culturally sensitive and ethical manner, respecting confidentiality and consent.

3. Data Analysis and Reporting

Data Analysis: Analyze beneficiary feedback data to identify trends, issues, and areas for improvement in project implementation.

Reporting: Prepare detailed reports on beneficiary feedback, including insights and recommendations for project adjustments. Share these reports with project stakeholders and decision-makers.

Integration: Ensure that feedback findings are integrated into program planning and implementation to address identified needs and enhance program effectiveness.

4. Learning and Adaptation

Recommendations: Develop actionable recommendations based on feedback analysis to improve project strategies and interventions.

Knowledge Sharing: Facilitate learning sessions and workshops to disseminate findings and best practices related to beneficiary feedback.

Adaptive Management: Support adaptive management processes by ensuring that beneficiary feedback informs ongoing project adjustments and decision-making.

5. Capacity Building

Training: Provide training and support to DREAMS Ambassadors, Youth Mentors and partners on M&E practices, feedback collection, and data use.

Guidelines: Develop and disseminate guidelines and standard operating procedures (SOPs) for collecting and integrating beneficiary feedback.

6. Coordination and Collaboration

Stakeholder Engagement: Collaborate with other project teams, communities, youth organizations and stakeholders to ensure cohesive M&E activities and integration of feedback mechanisms.

Networking: Build relationships with community leaders, beneficiaries, and other stakeholders to enhance feedback collection and project acceptance.

7. Compliance and Quality Assurance

Standards: Ensure adherence to M&E standards, ethical guidelines, and donor requirements related to beneficiary feedback and data management.

Quality Control: Implement quality control measures to ensure the accuracy and reliability of data collected from beneficiaries.

Qualifications

Education and Experience

Education: Bachelor’s degree in Social work, Nursing, Development Studies, Statistics, or a related field. A Master’s degree in HIV management is an advantage.

Experience: At least 3-5 years of experience in M&E roles, with a focus on beneficiary feedback and participatory approaches in development projects.

Skills and Competencies

M&E Expertise: Proficiency in M&E methodologies, data collection techniques, and data analysis.

Analytical Skills: Strong analytical skills with the ability to interpret complex data and provide actionable insights.

Communication: Excellent written and verbal communication skills, with the ability to present findings clearly and effectively to diverse audiences.

Interpersonal Skills: Strong interpersonal skills with experience in engaging with beneficiaries and stakeholders from diverse backgrounds.

Technical Skills: Familiarity with M&E software and tools, and the ability to use data management systems effectively.

Personal Attributes
