and accelerating the discovery of new treatments for other serious and life- threatening pediatric illnesses. EGPAF`s work is funded through private donations, PEPFAR via the US Agency for International Development (USAID) and the Centre for Disease Control & Prevention (CDC), Johnson & Johnson (J&J), Bill and Melinda Gates Foundation (BMGF) etc.

POSITION TITLE: Primary Health Care Planning and Structure Lead (*1)

JOB SUMMARY

Strategic Planning:

  • Lead the design, delivery, and development of evidence-based primary health care (PHC) strategies in collaboration with project staff, MCAL II, Government of
    Lesotho, and key stakeholders, ensuring alignment with national health goals and project objectives.
  • Oversee the provision of technical assistance to strengthen PHC systems, focusing on improving service delivery, data use, and health outcomes across various levels
    of care.
  • Supervise and mentor multi-disciplinary teams responsible for implementing technical assistance and capacity-building initiatives, with a focus on enhancing the
    effectiveness of District Health Management Teams (DHMTs).

Program Development:

  • Develop and implement Clinical Practice Guidelines (CPG), Standard Operating Procedures (SOP), supportive supervision, mentoring, and rationalize triage and
    referral processes across all levels of care.
  • Supporting the HMIS Lead in supervising multi-disciplinary teams for improving PHC data use and service delivery, particularly for DHMTs.

Implementation Oversight:

  • Track progress and assess outcomes to ensure alignment with project goals, while enhancing accountability for both the Ministry of Health (MOH) and District Health Management Teams (DHMTs) in delivering primary healthcare services across all ten districts.
  • Document program progress, challenges, and successes for dissemination to internal and external stakeholders.

Collaboration and Partnerships:

  • Build and maintain strong partnerships with government agencies, NGOs, community leaders, and other relevant partners to facilitate seamless collaboration,
    resource sharing, and support for project initiatives.
  • Act as the project’s representative in meetings, workshops, and conferences related to primary health care, ensuring effective communication and advocacy on behalf
    of the project’s objectives.

Budget Management:

  • Lead budget planning and financial management for primary health care initiatives, ensuring that funds are allocated efficiently and in alignment with project goals.
  • Monitor expenditures and resource allocation closely to ensure optimal use of project funds, addressing any financial discrepancies promptly and providing
    recommendations for cost-effective solutions.

REQUIRED QUALIFICATIONS

Master’s degree in Public Health, Health Management, or a related field.

EXPERIENCE

  • Minimum of 10years of experience in health program management, with a focus on primary health care planning and
    implementation.
  • MBBS, MBChB, MD
  • Experience in Epidemiology work related activities under primary health care
  • Proven ability to achieve results relating to availability, access, and quality of primary health care services
  • Demonstrated experience and knowledge of international best practices regarding referral systems, triage, patient record
    keeping, developing clinical practice guidelines and associated standard operating procedures
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of
    projects
  • Proven experience leading teams or workstreams
  • Understanding or experience working on MCC-funded projects; previous experience leading (or managing) USG contracts

Bonus points:

  • Strong understanding of primary health care principles, community engagement, and healthcare delivery systems.
  • Proven experience in designing, implementing, and evaluating healthcare programs in diverse settings.
  • Excellent leadership, communication, and interpersonal skills.
