Applications are invited from suitably qualified local candidates for the following positions that are tenable in the Ministry of Agriculture, Food Security and Nutrition:

JOB SUMMARY
UNDER THE GENERAL SUPERVISION OF THE DIRECTOR OF STUDIES, THE INCUMBENT IS RESPONSIBLE FOR: FORMULATION AND REVIEW OF LIBRARY POLICIES: DEVELOPMENT AND MAINTENANCE OF LIBRARY DATABASE;
PROVISION OF LIBRARY SERVICES: MAINTENANCE OF LIBRARY STANDARDS;
SUPERVISION AND TRAINING OF SECTIONAL STAFF AND PREPARATION OF SECTIONAL BUDGET.

MAIN DUTIES

  • FORMULATION AND REVIEW OF LIBRARY POLICIES
    • Develop library policies in line with local and international libraries to guide the systematic execution of sectional duties.
    • Monitors the implementation of the developed sectional policies and guidelines to identify areas of improvement to enhance their relevance, efficiency, and effectiveness.
    • Reviews and revises sectional policies and guidelines on an annual basis to realign them – with global changes and developmental needs.

    2. DEVELOPMENT AND MAINTENANCE OF LIBRARY DATA BASE

    • Develops library procedures and practices with regard to storage and acquisition of Institutional materials to ensure uniformity.
    • Monitors and reviews developed procedures and practices to ensure their proper implementation and applicability.
    • Procures institutional materials for easy access to users.
    • Facilitates proper maintenance and updating of library inventory on regular basis to identify those materials that need repairs and replacement and act accordingly.
    • Procures relevant software for storage of institutional materials to facilitate easy retrieval.
  • PROVISION OF LIBRARY SERVICES
    • Answers clientele’s queries accurately and timely. Queries may range from simple ones. which can be answered quickly on the spot to more complicated ones, which need thorough
    • research.
    • Assists users through identifying and searching for information using different available information sources such as the Internet, print sources and other electronic databases.
    • Does a literature search for users as per individual’s request.
    • Compiles papers and presentations for users as per individual’s request.
  • MAINTANANCE OF LIBRARY STANDARDS
    • Liaises with other libraries, locally and internationally to ensure conformity with International Library Standards (ILS).
    • Develops library standards. which are suitable to his/her environment to ensure applicability and relevance.
  • SUPERVISION AND TRAINING OF STAFF
    • Holds regular meetings with staff under his/her supervision to facilitate planning and reporting of sectional activities.
    • Convenes quarterly meetings with individual supervisees to review progress and accordingly approves the required and necessary revisions in their operational work plans to provide the required resources for their achievement.
    • Conducts the annual performance appraisal on the individual supervisees to assess their performance to identify their success, failures, training and development needs in order to provide necessary support.
      Identifies the training needs of the individual supervisees and establishes the strategies to guide on their training and development.
  • PREPARATION AND MANAGEMENT OF SECTIONAL BUDGET
    • Prepares and compiles Sectional budget annually to ensure availability of funds.
    • Negotiates and justifies the Sectional budget annually at the budgetary discussions to secure all the necessary funds to finance sectional activities.
      Controls and authorizes Sectional expenditure to ensure that sectional funds are used accordingly, reasonably. and accountably.
      Authorizes revision of the Sectional budget whenever the need arises to facilitate implementation of the critical programs and activities within the Section.

  • JOB SPECIFICATION
    1.1 Education and training requirements
    Master of Library and Information Studies PLUS two (2) years’ work experience in related field
    OR
    Honours Degree Library & Information Studies PLUS three (3) years’ work experience in related field
    OR
    Bachelor of Library and Information Studies PLUS five (5) years’ work experience in related field
    NB: EXPERIENCE AT AN INSTITUTION OF HIGHER LEARNING WILL BE AN ADDED ADVANTAGE
  • OTHER NECESSARY KNOWLEDGE AND SKILLS

    • Computer literacy
    • Good interpersonal and communication skills
    • Negotiating skills
    • Technical report writing skills

    WORKING CONDITIONS
    Unfavorable working conditions
    The job requires the incumbent to occasionally work beyond normal working hours, during weekends and on public holidays.

    This factor is minimal in this job.
