Partners In Health- Lesotho (PIHL) is looking for a competent candidate to fill in the following position (s):

Position Title: Infrastructure and Operations Manager
Reports to: Director of Operations
Duty Station: Maseru
Responsible for: Managing Infrastructure, New constructions, Renovations and Transport units

Position Overview:
The primary responsibility of Infrastructure and Operations Manager is to oversee all aspects of infrastructure construction and operations, storage and distribution of supplies, coordination of fleet management across all PIHL sites.


Key Responsibilities:
Infrastructure Management:
• Works with health facilities (Hospital and health centers) administration and director operations to strategically plan maintenance and renovation projects in a way that efficiently uses available health facility space and stays in line with clinical and operational priorities.
• Works with PIH Lesotho clinical team to establish quarterly clinical priorities, plans work to align with infrastructure projects, priorities and available budget.
• Liaises with clinicians, operations staff, stakeholders to develop project scope documents, ensuring project design meets clinical and operational needs.
• Responsible for managing the internal and/or external design of projects across all sites including the creation of project drawing package & specifications, bid package, and subcontracts.
• Responsible for stewarding contractor selection process for infrastructure projects; coordinating across multiple teams and procurement committee when required
• Responsible for overseeing construction management team throughout new construction and renovation projects until successful completion and ensures projects are completed within contractual obligations.


Facilities Management:
• Oversees infrastructure management for hospital and health centers and maintenance teams responsible for continuous maintenance across all PIH supported sites.
• Ultimately responsible for functionality of hospital infrastructure including power supply & water distribution, carpentry, masonry repairs & maintenance.


Operation Functions oversight:
• Supervise the asset management process, warehousing and distributions function.
• Leads transport and logistics team in ensuring the smooth conveyance of both staff and supplies across all PIHL operation sites.
• Work closely with the IT supervisor to ensure a well-functioning of information technology and systems at all PIH supported facilities.


Power Generation:
• To ensures all resources are in place to provide uninterrupted power supply to all sites. Sources of power include generators, solar, utility power.
• Work with OnePower team to ensure availability of energy supply to all departments in the PIH supported health centers.
• Ensures all necessary systems for spare part tracking, routine maintenance, generator tracking is in place and adhered to.
• Escalate troubleshooting issues to third party vendors, as required in accordance with procurement processes.


Project Design & Construction Management:
• Liaises with clinicians, operations staff and stakeholders to develop project scope documents, ensuring project design meets clinical and operational needs.

• Coordinates and implements relocation plans of departments, programs, staff, patients, etc., as required to enable and initiate project

Qualifications and Experience:
Technical Competencies
• Bachelor’s Degree in Civil Engineering, Quantity Surveying/Construction Management/Architecture or Equivalent.
• Having MBA and post graduate diploma in project management will be an added value
• Experience working in low-resource hospital settings will be an added advantage.
• Successful record of accomplishment in meeting budgets, schedules and high quality standards.
• Design management
• Proficient in AutoCAD, ArchiCAD, WinQS, Revit, or equivalent
• Proficient in Bluebeam or other pdf editing/management software
• Proficient in Microsoft Office


Managerial Competencies
• At least 7 years of related experience in the building construction industry (Managerial Position) with experience in secondary hospitals, tertiary hospitals, healthcare clinics preferred and/or a combination experience in planning, design and program development experience
