mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritises healthcare for families who need it most, delivered by women who know them best. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. In 2021, m2m reached over 1.6M people across 10 African nations, including 402,616 adolescents (ages 10-19) – 51% more than the year before. m2m also advanced the Global Goals of ending HIV/AIDS by 2030 – by achieving virtual elimination of mother-to-child transmission of HIV among its enrolled clients for the eighth consecutive year, and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Job Description

The Strategic Information Lead will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead Project Activity efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of Lesotho, which will include overseeing support to community organizations to monitor, document and analyze the performance of Project services and activities and ensure data quality. S/he will liaise with relevant technical advisers, counterparts responsible for district and provincial level strategic information and monitoring, evaluation, and support coordination with national MIS. The position is contingent on funding and donor approval.

Key Performance Areas:
Monitoring and Evaluation Management: 

  • Management of project specific M&E framework and Plan including systems requirements
  • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management 
  • Facilitate data utilisation including guiding routine project performance monitoring ensuring provision of analytical data to inform effective QA/QI 
  • Develop and adapt M&E system in line with Project priorities and organisational M&E framework
  • Oversee development , updating , testing and implementation of the Projects tools 

Strategic Information management 

  • Oversight and provision of strategic information to facilitate decision making in relation to programme performance monitoring, planning, resource mobilisation, strategic positioning and programme design.  
  • Lead project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making

Quality Assurance and Quality Improvement: 

  • Provide on-going implementation support for Quality assurance and Quality improvement initiatives across Bokamoso projects
  • Monitor the implementation and performance of programming indicator results and regularly engage in program data for improved performance and decision making
  • Support development/ adaptation of QA/QI tools and conduct regular service quality assessments using m2m’s internal tools and donor specific tools to ensure effective service delivery at household level and proper documentation of beneficiary records, Standard Operating Procedures and tools available at site level to guide programming and reporting
  • Oversee and contribute to the development of quarterly, semi-annual, and annual reports
  • Review and approve partner work plans and collaborate with grants team to review partners finance reports

Team Management: 

  • Oversight & development of M&E technical expertise for project team to ensure adequate capacity to support project activities.
  • Manage project M&E team ensuring adequate staffing and capacity.

Job Requirements

Qualifications and Experience

  • Master’s degree in Public Health, Statistics/Demography, Epidemiology or other related field.
  • Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance- based programs funded by USAID.
  • Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics.
  • Demonstrated ability to perform robust data extraction from internal and external information systems.
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Python and/or Business Intelligence tools.
  • Demonstrated ability to prepare expert quality data visualizations.
  • Demonstrated ability to perform complex data quality analyses and make recommendations based on findings.
  • Experience using data management platforms such as DHIS2 and other systems that include Commcare
  • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations.
  • Demonstrated working knowledge of Lesotho’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
  • Demonstrated knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources;
  • Demonstrated written, presentation, communication and organizational skills in English.
  • Excellent knowledge of M&E systems development, best practices, innovations.
  • Cultural sensitivity and ability to effectively engage participants of different cultures and backgrounds.
  • Dynamic, innovative, results and action oriented leader.
  • Excellent organisational and interpersonal skills with experience managing human resources 
  • Strategic thinker with strong business and analytical skills.
  • High ability to work independently with sound decision making. 
  • Possession of own car and valid driver’s license beneficial.++++
