Position: Learning and Development Manager
Department: Human Resources
Reports To: GM – Human Resources
Main Purpose:
To improve organizational efficiency through deploying comprehensive learning, people development, talent and organizational interventions through deployment of occupational assessment methodologies. (Learning and development, PMS, succession planning, Talent Management, needs analysis).
Major Tasks:
- Participates and contributes to the Annual Business Plan for the Human Resources Development and Administration Department
- Develops the ETL Training plan in liaison with Line Managers
- Prepares the ETL Training budget
- Prepares an annual plan for Talent and Succession Management initiatives for approval by General Manager – Human Resources
- Reviews and updates the relevant policies and procedures annually
- Conducts a training needs analysis for all staff bi-annually based on performance appraisals
- Carries out organizational leadership analysis in order to determine the nature of future management and leadership competencies required by the business.
- Conducts training for each department in line with the training plan
- Facilitates training for each department based on the training plan
- Validates training for the ETL by measuring Customer satisfaction ratings, query resolution times and complaints and submits reports at agreed intervals
- Reviews company business processes and organizational structure to determine their fit with best practice and local exigencies
- Recommends, where necessary, on reorganization including suggestions on areas to merge, separate, own-run, or outsource
- Leads the implementation of approved business process and structures recommendation in a way that minimizes disruptions to business operations
- Continuously research and recommend the implementation of performance management systems that ensure proper alignment of performance with business objectives and strategy.
- Leads the implementation of the performance Management cycle (i.e., contracting and review) and recommends on areas of system improvement
- Carries out employee surveys and provide recommendations to the business on outcomes
- Acts as a change champion on all business transformation interventions to ensure that they are implemented with minimal disruption of business operations (e.g., ERPs, right-structuring, Retrenchments)
- Overviews, updates, and maintains the relevant organization structures
- Develops the necessary plan/s to ensure that the Department meets its agreed goals and objectives, meets staff on a pre-agreed basis, identifies and agrees key performance areas, key objectives/tasks and action plans
- In conjunction with Human Resources representatives ensures that members of staff are being rewarded fairly, and the requisite HR policies, procedures and systems are being followed accurately
- Ensures, through the Line Managers, the enablement, and implementation of the requisite Company Risk, Compliance and SHE policies and processes and the maintenance of good Corporate Governance.
- Manages, reviews, monitors, the departmental budget monthly
Educational Qualifications and Related Experience:
- Degree in Human Resource Management / Human Resource Development or equivalent
- Master’s Degree in Human Resource Management/MBA or related field will be an added advantage
- 4 – 6 years Human Resource Management or Organisational Development Certified Information Systems (CISA)
- Experience in the Telecommunications industry is an added advantage
