The Office of the Auditor-General (OAG) is an independent Supreme Audit Institution in Lesotho. It is responsible for promoting accountability, transparency, and value for money in the use of public funds by providing quality audit services to improve the economic, efficient and effective service delivery to the citizens of Lesotho. OAG achieves this through audits, and reports on the Government of Lesotho’s Consolidated Fund and Public Stores, to provide an overall opinion on the accounts.


OAG invites applications from suitably qualified local candidates for the following position:


JOB TITLE : LEGAL SERVICES MANAGER
NO OF POSTS : 1
RESPONSIBLE TO : DIRECTOR LEGAL SERVICES
RESPONSIBLE FOR : SENIOR LEGAL OFFICER


CORE DESCRIPTION


The purpose of the position is to manage the activities of the OAG’s legal department, provide legal advice and interpretation, represents OAG in litigation, protect OAG interests and conduct training for new auditors and corporate staff on professional and ethical standards and legal issues.


JOB RESPONSIBILITIES


a) Ensures that the OAG’s activities undertaken are within the mandate of the Organization.
b) Participates in the development of the annual plan and budget for Legal Services Budget.
c) Participates in developing the capacity of the Legal Service unit staff including maintaining required professional accreditation.
d) Reviews legislation and monitor changes in the laws and regulations, auditing standards at may impact OAG which will be of relevance and submit a report to Director Legal Services for review.
e) Develops litigation strategies and represent OAG in litigation matters.
f) Identifies all areas where the OAG needs to amend its procedures/operations to comply with the new Act and prepare regular progress reports on actions required by the OAG to comply.
g) Supports the Human Resource Office with the prosecution of disciplinary cases before the adjudicator.
h) Reviews all draft audit reports before they are issued to ensure that compliance with the laws.
i) Prepares and deliver training for all new auditors and corporate staff on the professional requirements focusing on standards affecting the OAG staff and any local rules and regulations guiding their daily operations.
j) Identifies any formal and informal networks between Legal Advisors within different ministries and create mutually beneficial linkages.
k) Supervises direct reports within the Legal Service including conducting formal appraisals.


QUALIFICATIONS AND EDUCATION REQUIREMENTS


Master’s (LLM) specializing in Corporate/ Mercantile Law and be admitted in the courts of Law in Lesotho.


EXPERIENCE


At least five (5) years proven experience in practice three (3) of which at a middle to senior management level.


OTHER RELEVANT KNOWLEDGE


a) Should have thorough knowledge of regulatory requirements affecting the Audit sector.
b) Should have an understanding and positive attitude towards staff
c) Knowledge and skills in change management
d) Thorough grasp of professional and ethical standards.
e) Computer Literacy.
