Millennium Challenge Account

The Millennium Challenge Account (MCA-Lesotho II) is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities.

The Millennium Challenge Corporation (MCC) awards eligible countries with fixed-amount, fixed-term (five year) grants (“compacts”) for a defined set of projects aimed at reducing poverty through economic growth. Country ownership of compacts is a core part of MCC’s model and influences a great deal of MCC’s work. MCC supports this through the assembly of a local team of professionals for each compact, typically called a “Millennium Challenge Account” or “MCA”, charged with compact implementation and overseen locally by a Board of Directors. MCC believes that the performance of MCA-Lesotho II staff has a significant impact on the efficiency, effectiveness, quality of compact implementation, and ultimately on the results that the compacts achieve.

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development. It will achieve this goal through investments in Health System Strengthening and Market Driven Irrigated Horticulture, providing sustainable income for smallholders and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations. The GOL committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. Each of the compact’s four projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Position Objective

The Enterprise Risk and Compliance Manager will review existing, develop, implement and manage new risk management policies and identify and monitor risks that could impair the organisation’s reputation, information security, or general operations and, ensuring that they are within the approved risk appetite. Furthermore, the incumbent will ensure that MCA-Lesotho II remains fully compliant with relevant local legislation, MCC rules and regulations as well as internal policies. The function aims to support MCALesotho II strategic objectives by fostering a culture of risk awareness and compliance.

Duties and Responsibilities

• Provide oversight over the Enterprise Risk Management (ERM) framework that integrates risk management with the organisation’s strategic objectives.

• Develop strategies to entrench a risk management culture in the institution.

• Use a risk based – approach in managing compliance risks.

• Development of the MCA- Lesotho II risk Enterprise Risk Management and compliance framework for identification and assessment of risks.

• Lead the identification, communication, measurement, and management of organisation-wide risks.

• Ensure compliance with MCA-Lesotho II policies, procedures, and systems, internal controls, and to guidelines developed by MCC;

• Make recommendations on and contribute to the development of measures to strengthen internal control environment;

• Conduct regular reviews, audits of risk management and compliance processes while monitoring implementation of audit recommendations;

• Provide support in the implementation of the MCA- Lesotho II Risk Management framework including analysing country risk context, strategic risk identification and analysis, mitigation and ongoing risk monitoring communication and reporting

• In collaboration with the Contracts Management Specialist, coordinate and support MCALesotho II teams and contractors in identification, assessment, prioritisation, and preparation of project risk assessments

• Management and tracking of strategic and operational risks and identification of mitigation plans.

• Recommend and implement risk mitigation strategies,

• Ensures that external and internal audits are properly organised, and that there is proper and timely follow-up of audit recommendations; • Conduct periodic evaluations of MCA-Lesotho II financial reports, systems, procedures, and internal controls;

• Ensure that all MCA-Lesotho II applies the MCC recommended Operations Manuals as set out in the appropriate manuals, and, where appropriate, coordinate localisation of such manuals.

• Manage and investigate risk incidents and compliance breaches, report to Management and coordinate implementation of appropriate remedies.

• Provide guidance and training to promote risk control awareness, ownership and accountability.

• Support enterprise risk reporting requirements for Executive Management and Risk Committee of the Board.

• Integrate relevant risk management strategies, deliver training, identify measurements to develop progress reports.

• Fluency in understanding and monitoring the regulatory landscape of Lesotho

Requirements (Education, Experience, Technical Competencies)

• A Bachelor’s degree in Law, Accounting, Finance, Internal audit, Business Administration, Risk Management or related field.

• Certified Public Accountant, Certified Information Systems Auditor, and/or Certified Internal Auditor certification preferred. Other Professional certifications in risk and/or compliance management

• A minimum of eight (8) years’ experience in enterprise risk management, compliance, internal audit or a related field.

• Five (5) years’ experience working with international organizations, donors or governments involved in environmental and/or community issues would be an advantage.

• Five (5) years’ experience in managerial role demonstrating ability to lead teams and manage projects effectively.

• Skills in the use of quantitative and qualitative data

• Experience in designing and evaluating exposures and the available response options, and in developing appropriate plans for widely used enterprise risk management, business continuity planning, and disaster recovery frameworks and processes.

Proven leadership abilities to inspire a team to reach organisational goals with ability to make decisions in high pressure situations.

• Flexibility to adapt to changing regulatory landscape and organisation needs.

• Proactive approach in identifying risk and implementing preventative measures.

• Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels, within MCA-Lesotho II and, as required, with external stakeholders.

• Excellent command of the English Language.

• Strong ability to analyse complex information, identify risks and develop mitigation strategies.

• Attention to detail to ensure thorough compliance checks.

• Strong communication skills for effective reporting and stakeholder management.

• High ethical standards and integrity in handling sensitive information

• Proficiency in using risk management and compliance software as well as general office software

• Ability to work well under pressure and manage multiple priorities.

• Demonstrated ability to work collaboratively in a team environment and interact effectively with a diverse range of stakeholders.
