Description of the Assignment:

The purpose of this exercise is to assist Government of Lesotho in developing SDG Implementation Reports on each of the six (6) selected SDGs (3, 5, 8, 13, 14 and 17) as part of the 2025 VNR Report. In line with the UN Secretary-General’s Voluntary Review Guidelines which were adopted by the UN General Assembly in 2016, and other United Nations Development Group (UNDG) Guidance Notes for SDGs.

Specifically, the exercise objectives are:

 Review documents related to the VNR, particularly the UN VNR guidelines as well as international country reports and design the appropriate methodology and process on preparing for the 2025 VNR Report to be presented at the HLPF. In collaboration with the Department of Monitoring and Evaluation (M&E) of the MFDP, this process should identify approaches towards inclusive stakeholder participation specifically through inclusive, people-centered and comprehensive consultation processes which should preferably include the voices of marginalized groups and individuals.

 Develop papers on each of the SDGs 8 and SDGs 17 to be used to compile the 2025 VNR Report.

 Prepare the VNR report including the review of the six (6) SDGs as well as other chapters such as the Executive Summary that will be prepared by the Ministry of Finance and Development Planning (MOFDP).

 Participate in The National stakeholder validation of 2025 VNR report to enable incorporation of additional inputs into build-up of the refined and final VNR Report.

Therefore, on behalf of the Ministry of Finance and Development Planning (MFDP), UNDP is seeking the services of three (3) national consultants to coordinate and lead development of reports on the implementation of six (6) SDGs selected for 2025 VNR based on the prescribed format and principles for VNRs.

1) Lead team, in charge of the quality control and the review of SDGs 8 and SDGs 17

2) Consultant in charge of the review of SDGs 3 and SDGs 5

3) Consultant in charge of the review of SDGs 13 and SDGs 14

Period of assignment/services : 35 days
