The Baylor College of Medicine Children’s Foundation – Lesotho The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of
children and families affected by HIV, TB, or other child health conditions.
Lesotho/Local Entities Advancing and Driving Health Responses (LEADR) is a multi-year project funded by USAID providing effective decentralized, differentiated, and integrated facility and community services to maximize equitable access to comprehensive HIV, TB, and COVID-19 interventions through a primary health care approach to ensure that clients have access to holistic services. Its goal is to support the Government of Lesotho to deliver high-quality integrated prevention, care and treatment services that will sustain the reduction in HIV, TB, and COVID-19 transmission, morbidity, and mortality in Lesotho through the implementation of a comprehensive, person-centered approach. The project is implemented in Butha Buthe and Mokhotlong districts and at the BCMCFL Maseru Centre of Excellence (COE) and Mohale’s Hoek Satellite Center of Excellence (SCOE).
Duties and ResponsibilitiesPosition Overview:
The IT/Digital Health Officer will be responsible for maintaining and troubleshooting IT systems, infrastructure, and applications, with a particular focus on Digital Health. This role involves working closely with the Ministry of Health’s (MoH) Adolescent
Health Program and the IT office at MoH HQ. The Officer will oversee the marketing of the mobile application, ensure regular
updates, troubleshoot user issues, and provide training to users. This position combines the responsibilities of an IT Officer with a
focus on Digital Health, aiming to enhance the impact and functionality of the health-related technologies used.
Responsibilities include, but are not limited to the following:Mobile Application and User Support:
Maintain mobile applications used for tracking community activities and supporting the MoH Adolescent Health Program..Support users by addressing their queries and providing troubleshooting for mobile application issues.Update and maintain electronic gadgets to ensure the functionality of mobile applications and other digital tools used in the program.Collaborate with the MoH Adolescent Health Program and the IT office at MoH HQ to market the application, ensure its visibility, and encourage adoption among users.Provide training to users, ensuring they can effectively utilize the mobile applications and other digital health technologies.IT Infrastructure Support and System Maintenance:
Install and configure hardware and software, including computer systems, servers, operating systems, network devices, printers, and scanners, ensuring they meet organizational standards and user needs.Troubleshoot and resolve system issues related to hardware, software, and networks, ensuring minimal disruption to users.Monitor and maintain system and network performance, including daily, weekly, monthly, and quarterly checks to ensure infrastructure reliability and security.Ensure network security by maintaining firewalls, monitoring for vulnerabilities, and ensuring safe bandwidth availability.Perform proactive maintenance on UPS systems, switches, network components, Wi-Fi infrastructure, and servers to enhance the reliability and performance of IT infrastructure.Incident Management and Support:
Utilize IT Helpdesk tools to log, assess, and resolve incidents in line with service level agreements (SLAs).Analyze incident trends and conduct weekly reviews to identify recurring issues and areas that may require additional training or support.Provide end-user training to improve staff proficiency in using IT systems, applications, and tools.Asset Management and Documentation:
Maintain comprehensive IT asset records, tracking the movement, updates, and lifecycle of all IT hardware and software in the asset management system.Create and maintain procedural documentation for the setup, troubleshooting, and resolution of system issues to ensure consistent support across the organization.Provide accurate documentation for hardware/software specifications, especially when preparing purchasing proposals for new IT assets.Deployment and Rollout of New Technologies:
Support the rollout and deployment of new applications by ensuring smooth transitions, managing user accounts, and resolving related technical issues.Test and evaluate new technologies to ensure compatibility with existing infrastructure and support future growth.Assist in the configuration and deployment of systems, ensuring all systems are properly set up and tested.Digital Health Specific Responsibilities:
Work closely with the MoH Adolescent Health Program and the IT office at MoH HQ to oversee the marketing and promotion of the mobile health application, driving adoption and usage across targeted communities.Collaborate with key stakeholders to ensure regular updates and improvements to the app, including bug fixes, new features, and any necessary modifications based on user feedback.Troubleshoot user issues related to the mobile app and other digital health tools, providing timely resolutions and improving the overall user experience.Provide training to users, ensuring they understand how to use the application effectively and get the most out of its features.General IT Support and Administration:
Maintain user accounts and access rights, ensuring proper setup for new users and timely deactivation for exiting staff.Repair and replace faulty equipment as necessary to keep systems running efficiently.Report IT issues to the Senior IS Manager, assisting in the diagnosis and resolution of issues.Ensure compliance with IT security protocols and maintain a secure network environment.Educational Qualifications, Work Experience and Key Competencies
A university degree in Information Technology, Information Systems, Computer Science, Software Engineering, Computer Software Development or related qualification preferred; Cybersecurity certification recommended.Minimum of four (4) years working experience as IT Support Officer or any other related position.Management of a medium to large scale Windows based client-server network.Server administration of Window Server 2012 (or greater), including experience setting up Domain Controllers, Active Directory, DHCP, etc.Experience with enterprise-grade back-up solutions;Experience setting up and managing network firewall systems and endpoint security solutions.Ability to diagnose and repair basic hardware issues.Write and maintain documentation on the layout/design of the I.T infrastructure.Experience writing hardware and software applications specifications for purchasing proposals for additional hardware/software.Ability to easily communicate technical information to non-technical management.Experience with database administration is an added advantage.Proficient supporting different operating systems (iOS, Windows, Linux, etc);Ability to load and troubleshoot various software and hardware systems;How to apply
