The Government of Lesotho through the Ministry of Environment and Forestry under the Lesotho Meteorological Services (LMS) will be implementing a three-year project titled “Enabling Lesotho’s Enhanced Transparency Framework” supported by Global Environment Facility (GEF) with United Nations Environment Programme (UNEP) as the delivery partner from January 2024 to December 2026. The main objective of the project is to strengthen Lesotho’s capacity to collect and process climate change data into useful information for policymaking and reporting to the United Nations Framework Convention on Climate Change (UNFCCC) as well as improving the monitoring and evaluation aspect. The Ministry is therefore looking for a qualified, experienced, and competent Climate transparency Unit Coordinator who will ensure results oriented, effective, efficient, and accountable implementation of the project activities and achievement of project results.
Job DescriptionThe Climate Transparency Unit Coordinator will support with the development of the institutional arrangements, support with the coordination of GHG inventory development activities, Support improvements to the GHG inventory and the development of the NDC tracking processes. The consultant will also support data collection for population and coordination of the climate data collection, tracking tool and the interlinked web-based climate data MRV tool.
Terms of Reference for the Climate Transparency Unit Coordinator- Master’s degree in environmental management, natural resource management or related field with 4 years relevant experience or Relevant bachelor’s degree in environmental science, Chemical Technology, Natural resources management with 6 years qualifying experience. Knowledge of Greenhouse gas inventory management systems (Certification of proficiency will be an added advantage).
- Knowledge of UNFCCC reporting requirements.
- Experience in facilitating consultative processes.
- Knowledge of Nationally Determined Contribution, National Communications / BUR reporting and review processes.
- Demonstrate ability to organize, facilitate and mediate technical teams to achieve stated project objectives.
- Knowledge of the Paris agreements Enhanced Transparency Framework (Certificate in Climate Transparency and Enhanced Transparency Framework would be an added advantage).
- Good analytical and report writing skills.
- Excellent interpersonal skills and ability to communicate effectively, both orally and in writing.
- Experience in project management and coordination of teams;
- Good facilitation skills and ability to build consensus among a wide variety of stakeholders.
- Demonstrated experience of working with government and other stakeholders.
- Ability to work in an interdisciplinary and international environment.
- Proven networking teambuilding, networking, organizational and communication skills.
Duration: The assignment will be up to 28 months from September 2024 to December 2026 when the project end (Fixed Term Contract).
