The position will be based in Maseru, Lesotho.
Project description:
FHI 360 is currently recruiting for the position of Associate Director, Finance and Operations for the recently started, five-year Health Systems Strengthening, Primary Health Care, and Counter Gender Based Violence Support project in Lesotho funded by the Millennium Challenge Account (MCA) which runs until the end of March 2029. The project focuses on sustainably improving primary health care service delivery, building the capacity of district health management teams (DHMTs), and the inclusion of gender-based violence (GBV), clinical treatment and response protocols in line with the requirements of the 2022 Domestic Violence Bill.
Position description:
The Associate Director of Finance and Operations over-sees both the financial and administrative departments of the MCC project. He or she is an executive in charge of financial management and general services, who also ensures strict compliance with legal, administrative and regulatory obligations.
He/she supervises accounting and finance, manages administration, general services, etc. For such missions, he must understand the financial and organizational structure of the company in its entirety. His or her field of intervention is indeed very broad: it includes accounting, taxation and general services such as movable and real estate assets and communication. Daily, the Associate Director of Finance & Administration supervises, organizes and coordinates all these services to optimize the efficiency of the organization. He/she is also responsible for accounting production, tax and accounting declarations, cash management, control and reporting tools to ensure the reliability of financial data from the administrative and financial departments, as well as the preparation of the balance sheet and the budget forecast. He/she is also responsible for the company’s relations with banking institutions and administrations. He must maintain good relations with the funder, lessor, and banks.
Duties and responsibilities
- Coordinate closely with COP to lead financial and contractual aspects of the project.
- Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub award management and accounting.
- Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub award and operations aspects of project.
- Ensure compliance of financial and operations systems with FHI 360 policies and procedures, MCC rules and regulations, award requirements, and Government of the Lesotho
- Develop, analyze, and monitor program budgets, monitor and track obligations and expenditures against budgets.
- Provide leadership for efficient management of project procurement processes.
- Advise project senior leadership regularly on financial and operations-related matters.
- Provide technical assistance, as needed, to partners on financial compliance and follow up with the technical team to ensure that the deliverables and milestones are met so that (FHI 360 and EGPAF Joint venture (FEJV) can invoice.
- Submit the funder approval and acceptance notes to ESARO and billing for invoicing of deliverables.
- Review invoices before they are submitted to the funder.
- Updating of milestone or deliverable tracker with funder approvals, invoicing dates and explanation for delinquent deliverables.
- Archiving of donor approvals and invoices on SharePoint.
- Follow up with technical team after submission of a milestone/ deliverable if the funder has not approved on time so the billing team can invoice the funder.
- Supervise other project-based administrative, finance, procurement, administrative and
- contract & grants staff.
- Engage in the more critical and confidential aspects of financial analysis.
- Works with confidential data, which if disclosed, might have significant internal and / or external effect.
- Keeps abreast with the latest trends in financial accounting and mentors staff.
- Builds and trains staff on financial policies and procedures, GAAP practices and client relationships.
- Performs other duties as assigned.

- Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.

- Is well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.
- Has familiarity with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
- Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
- Must have excellent organizational, supervisory, leadership and managerial skills.
- Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.
- Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
- Demonstrates leadership qualities, depth and breadth of financial management expertise
- Must have excellent communication, diplomatic and negotiation skills.
- Ability to multi-task and meet deadlines in a timely manner.
Minimum Requirements
- Minimum of 8 years of finance management experience with a Bachelor’s Degree. CA, ACCA , CIMA will be an added advantage.
- Knowledge of U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds.
- Past experiences managing US Funded contracts and leading a finance department is required.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write and speak fluent English; fluent in host country language as appropriate.
- Prior work in an international non-governmental organization (INGO).
