The BETA Project is one of four MCA-Lesotho II Projects that comprise the second Compact. Its ultimate goal is to stimulate an increase in firm level profiles and employment from a pipeline of 50 mature stage businesses and 500 MSMEs supported by the Project with focus on those owned by women, youth and other socially underprivileged groups, and MSMEs in rural areas, and priority given to those working in the Horticulture sector.
This will be achieved through three interrelated Activities and Sub-activities, and a supporting Monitoring, Evaluation and Learning (MEL) component. Each Activity under the BETA has specific objectives that align with other Activities as per below:
SUMMARY OF THE POSITION
Reporting to the Chief of Party, the Environment and Social Performance (ESP) Specialist will collaborate with BETA Project Team members and partners to ensure environmental sustainability of all activities. KEY RESPONSIBILITIES
Responsibilities include, but are not necessarily limited to:
- Contribute to the preparation of the Inception Report, implementation strategies, work plans and the stakeholder engagement strategy and plan;
- Perform comprehensive due diligence of environmental screening for businesses;
- Design and ensure implementation of an Environmental, Social, Health and Safety Operations Manual (ESHS OM) to describe and detail the overarching environmental, social, health and safety components for the BETA project grant activities;
- Provide Corporate Social Responsibility (CSR) technical assistance for Mature Entrepreneurs to integrate CSR principles into their businesses for environmental and social impact and long-term sustainability;
- Design and implement training on environmental and social performance (ESP) requirements for Business development services providers;
- Provide Incubator and accelerator organizations and subsequent grants programs support to include appropriate environmental and social compliance principles and where applicable support organizations to achieve compliance with the ESP operations manual;
- Contribute to the TA & capacity building for Central Bank of Lesotho and other financial actors;
- Participate in the design of the Monitoring and Evaluation Plan in terms of key performance indicators to measure progress and impact;
- Collect value chain strengthening program data and key performance indicators to measure progress and impact
- Contribute to BETA-Project quarterly report preparation and other activities as needed.
As the approach to implementing the Project is centered on synergy between team members and collaboration with the various stakeholders involved in implementing the project, the Environment and Social Performance (ESP) Specialist is expected to interact regularly with the project staffs, including activities managers, administrative and support staffs, and several other project stakeholders. JOB REQUIREMENTS
Education:
- A post graduate degree in environmental engineering, environmental sciences, environmental management, or related fields
Minimum Experience:
- 5 years’ experience implementing or overseeing on environmental and social due diligence, assessment and management of private sector led and business activities.
- 3 years’ experience working in climate change related assessments, planning, options analysis, and reviewing feasibility studies and designs for adaptation/GHG mitigation enhancements is desirable.
- 3 years’ experience in stakeholder engagement processes that would be considered consistent with the IFC Performance Standards or World Bank Operational Policies is desired.
Essential Skills:
- Good knowledge of the Microsoft Office 365 suite, including SharePoint and OneDrive;
- Ability to work under pressure and manage competing priorities within a dynamic environment;
- Strong interpersonal, cross-cultural and communication skills;
- Commitment to teamwork and ability to build constructive and effective relationships;
- Demonstrated ability to work with people from diverse backgrounds and perspectives and a professional commitment to promote a culture of gender equality and social inclusion.
Language Proficiency: professional fluency in English is mandatory. Fluency in written and spoken Sesotho is desirable.
