RESPONSIBLE TO: SENIOR INTERNAL AUDITOR
MAIN PURPOSE OF THE JOB
TO PROVIDE GUIDANCE TO LINE MINISTRIES, EVALUATE AND ASSESS THE EFFECTIVENESS OF RISK MANAGEMENT AND OPERATING PROCESSES.
MAIN DUTIES
1.0 Provides Guidance to line Ministries
- Carries out special audit assignments and act on audit requests by Chief Accounting officers in the line ministries.
- Provides consulting services to line ministries regarding policies, formal documentation, rules and regulations.
2.0 Evaluates and assesses the effectiveness of risk management and operating processes
- Prepares risk-based audit programs.
- Examines and appraise the existing controls in line ministries to ensure that objectives are economically and efficiently achieved.
- Recommends revision of operating procedures to strengthen reliability and accuracy of information.
- Maintains and safe keep records and working papers including updating of existing government regulations for use by Internal Auditors.
- Examines accomplished audit programmes to ensure they conform to acceptable audit standards.
3.0 Monitors performance of staff
- Approves annual work plans for Assistant Internal Auditors.
- Appraises the performance of Assistant Internal Auditors and determine relevant training.
- Monitors and review working papers on a weekly basis during the course of the audit.
- Follows ups on previous audit
4.0 Reports on accomplished audit engagements
- Draws your own annual work plan subject to review and approval by the Senior Internal Auditor.
- Develops and communicate observations made during the audit process with the Senior Internal Auditor.
- Reviews internal audit reports prepared by Assistant Internal Auditor for communication with the organization’s executive management, subject to review by the Internal Auditor.
JOB SPECIFICATION
Education and TrainingMasters in Internal Auditing/ Certified Internal Auditor
Work experienceTwo (2) years’ work experience in internal auditing Or
Degree in Internal Auditing/ Internal Audit Technician
Work ExperienceFour (4) years’ work experience in internal auditing.
Other relevant knowledge- Knowledge of financial and stores rules and regulations.
- Knowledge of public service rules and regulations
The task requires great responsibility of fostering harmonious relations between Ministry of Finance and Development Planning and other line ministries
For resources controlledThe task requires responsibility for safe keeping of internal Audit reports
For effect of errorsThe task requires proven ability in considerable concentration, accurate calculations of figures, correct method forecasting and projections.
COMPLEXITYThe task requires considerable concentration and foresight for avoiding ambiguous and onerous agreements that are difficult to implement.
Authority for decision makingThe task requires the incumbent to make decision when evaluating and improving effectiveness of risk management, controls as well as annual work plans.
Problem-solvingProven skills and ability to solve all administrative issues within the internal Audit management staff, and line ministries.
Supervision receivedThe incumbent is accountable to the Senior Internal Auditor and is guided by the Public Service Act and associated regulations, refers to the relevant financial legislation, Rules and Regulations, Ministry Strategic Plan, Loans and Guarantees Act, Stores Regulations, Public Service Rules, Lesotho Constitution, Pension Proclamation and other regulations before taking action.
