The positions will support the districts of Maseru, Berea, Leribe, Mokhotong, Mafeteng and Mohale’s Hoek.

SECURE Project Description

The USAID Sustaining Epidemic Control through Unified Prevention (SECURE) program is a five-year activity that seeks to build on this positive momentum by providing USAID a flexible, locally led response differentiated by target population and built on our record of success in Lesotho, existing presence across the target geography, and FHI 360’s deep bench of technical expertise. Our approach seeks to strengthen the system that provides integrated primary health care (PHC), health promotion, health systems strengthening and preventive services and transitions leadership to key government-led services and local implementers. Our partners offer complementary expertise and trusted relationships with the Government of Lesotho (GOL), stakeholders, and communities. Our team will serve as mentors, trainers, advisors, and facilitators to bolster local partner and government capacity, skills, and tools to lead the HIV prevention response toward reaching, maintaining, and sustaining HIV epidemic control.

Job summary:  

The District Manager is responsible and accountable for implementing and monitoring SEDURE project activities at district level. The District Manager will supervise and work with district level staff and will be responsible for all technical aspects of the program, operational support, and coordination in line with organizational and national guidelines and program targets. This will entail crucial management and coordination of cross-functional teams including the VMMC, PrEP and KP service delivery teams through supervision of VMMC/PREP/KP respective coordinators depending on the services provided in the district The incumbent will report to the Senior Technical and Operational Manager.

Responsibilities: 

  • Manage and coordinate implementation of SECURE HIV combination prevention activities in the district.
  • Ensure implementation of assigned programme activities and workplan targets in respective program delivery areas through regular meetings and review of progress with the relevant program coordinators.
  • Lead the development of the district implementation plans and support execution of developed plans.
  • Manage the performance of all district level staff within the program and ensure that deliverables and outputs are met consistently.
  • Oversee and guide teams on implementation of the 3CP model on the delivery of combination HIV prevention services to ensure saturation with HIV prevention in the assigned district.
  • Coordinate and collaborate with district stakeholders (including District Health Management Team) and other partners in planning and implementing program activities, including representing SECURE during district stakeholders’ meetings.
  • Provide and/or assist combination HIV prevention trainings (e.g. VMMC, PrEP, PEP etc) and other HIV-related trainings, both on- and off-site and provide post-training support.
  • Support quality improvement initiatives at sites, including ongoing QI Collaboratives to improve quality of care, including necessary reporting.
  • Review progress towards targets on key indicators that require remediation.
  •  Encourage the use of data through a detailed review in specific program areas or process indicators.
  • Manage all resources at district level including fleet and fuel management including vehicle allocation, trip approvals within the district, and management of the driver, and organizations assets available at district level.
  • Develop and timely submit weekly, monthly, and quarterly reports to respective Advisors and Senior Technical and Operations Manager on all program activities conducted in the district.
  • Oversee and participate in data verification for all SECURE program areas (VMMC, PrEP and KP) looking at all service delivery models in collaboration with SI personnel and make programmatic decision based on the findings
  • Ensure delegation of authority and responsibilities to others when necessary
  • Facilitate all capacity building and mentorship activities at district level.
  • Any other duties assigned.

Qualifications and work experience:

  • Degree in Nursing; post graduate qualification is an advantage
  • Current registration with Lesotho Nursing Council
  • A minimum of 5 years proven experience in middle management position in health-related area, with focus on community-based HIV prevention service delivery. (Experience in managing/leading/implementing VMMC/ PrEP projects will be an added advantage)
  • Meticulous work ethic and organization skills with the ability to simultaneously manage multiple complex tasks with a high degree of uncertainty, set priorities, and work independently with strong attention to detail.
  • Excellent written and oral communication skills with efficiency to identify and consolidate key takeaways, and effectively translate insights based on target audience.
  • Strong interpersonal and stakeholder engagement skills, with proven ability to build and maintain strong relationships in a diverse environment
  • Proficiency in Microsoft Office, particularly Excel, PowerPoint and Word, including strong data visualization skills using these platforms or others.
