mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritises healthcare for families who need it most, delivered by women who know them best. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. In 2021, m2m reached over 1.6M people across 10 African nations, including 402,616 adolescents (ages 10-19) – 51% more than the year before. m2m also advanced the Global Goals of ending HIV/AIDS by 2030 – by achieving virtual elimination of mother-to-child transmission of HIV among its enrolled clients for the eighth consecutive year, and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Job Description

The Finance & Operations Manager will be responsible for overseeing financial management, compliance and implementation. S/he will manage the project’s expenditures, prepare and submit cash forecasts for review and approval, prepare expenditure reports, quarterly budgets, internal financial reports, payroll, and manage procurement and the financial processes in line with organizational policies and funder. 
The Finance and Operation Manager reports directly to the Director of Finance and Administration  and provides support to direct technical and financial support to the Country Team.  The position is contingent on funding and donor approval.

Key Performance Areas:
Oversee financial and accounting support to the Country Office operations 

  • Provide financial accounting and management support to the Director of Finance and Administration;
  • Oversee the coordination of the accounting processing and related work processes related to Country Office transactions; 
  • Track grant receipts and ensure proper recording of grant receivables.

Ensure the financial integrity of the country operation 

  • Support and Manage accounting and financial internal control systems in order to provide appropriate level of security over the country’s resources and operations;
  • Manage the financial and compliance aspects of donors and ensure that expenses are incurred consistent with grant agreements and contracts;
  • Oversee the monthly closing of accounts and reconciliation of all accounts;
  • Maintain the financial system and ensure timeous monthly reporting to line management
  • Review the accuracy and completeness of payroll dataEnsure that statutory deductions are remitted to government in a timely and consistent manner
  • Monitor cash flow through preparation of cash budgets and funding requests to ensure that sufficient cash is always available to meet operational needs;
  • Support External audits and Provide support during internal audit and ensure that appropriate measures are taken to address audit findings and recommendations;
  • Ensure VAT claims are processed according to local and USAID regulations and accurate reimbursement files are maintained

Manage financial administrative functions (15%)

  • Oversee project procurement and logistics systems and processes
  • Oversee management of the physical office, as well as procurement of all office equipment, supplies and services
  • Oversee Fleet management
  • Establish and oversee documentation and filing system for all financial documentation in accordance with legislative and funder requirements;
  • Manage implementation of efficient and effective financial administrative and procurement processes at country level; 
  • Ensure proper use and maintenance of physical assets and office, including vehicles, equipment, and furniture and office buildings.

 Lead financial management functions: budget development and management, financial reporting 

  • Responsible for drafting annual budgets, projections, financial plans, costing estimates and monthly cash forecasting
  • Ensure timely and accurate submission of financial data, reports, financial narrative and variance analysis;
  • Financial analysis and reporting to internal including analysis of information needs at all levels of the country programme
  • Provide financial management advice and assistance to the Director of Finance and Administration and Team leads, including in the preparation and monitoring of project budgets and spending trends,
  • Update monthly the budget projection is Adaptive

Line Management of country level finance staff 

  • Supervision of the Country Finance team.
  • Performance management of Finance team staff; 
  • Mentorship and career development support and training to Finance team members.
     

Job Requirements

Qualifications and Experience:

  • A minimum of a Bachelor’s degree in finance, business administration or a closely related field.
  • A minimum of 5 years of progressively responsible experience in overseeing financial operations and management of large-scale, complex development activities in developing countries.
  • A minimum of 5 years of experience overseeing the procurement administration and financial management and reporting of a PEPFAR-funded activity.
  • Demonstrated working knowledge of U.S. Government financial and procurement rules and regulations.
  • Demonstrated written, presentation, communication and organizational skills in English.
  • Demonstrated experience with Financial Management tools and systems including high level of proficiency with computerized accounting.
  • Previous experience in a multi-national organization.
  • Knowledge of institutional donor requirements; EC, DfID, UN partner agreements, CIDA, USAID, CDC, etc.
