Phelisanang Bophelong (PB) invites suitably qualified applicants for the following positions under the USAID Sustaining Epidemic Control through Unified Prevention (SECURE) Activity. PB’s scope of work under SECURE is to improve coverage of non-discriminatory, client centred, integrated services across the continuum of care for key populations.

The positions designed to support the HIV package of services for Female Sex Workers (FSW), Transgender, (TG), Men having Sex with Men (MSM) and priority populations in Leribe and Maseru districts and the allocation of positions per district is as follows:

  Female Sex Workers and Priority Population interventions: Five (5) HTS Lay Counsellors. Supporting activities in the following locations: Maseru City Council, Mazenod, Mohlakeng, Manonyane and Ratau.

 Men having Sex with Men, Transgender and Priority Populations interventions: Three (3) HTS Lay Counsellors. Supporting activities in the following locations; Mazenod, Mohlakeng and Manonyane.

  Female Sex Workers and Priority populations interventions: Three (3) HTS Lay Counsellors. Supporting activities in the following locations: Supporting activities in the following councils: Hleoheng, Hlotse, Maoamafubelu, and Tsoilitsoili.

  Men having Sex with Men, Transgender and Priority Populations interventions: Five (5) HTS Lay Counsellors. Supporting activities in the following locations: Hleoheng, Hlotse, Maoamafubelu, and Tsoilitsoili

The Lay Counsellor will be responsible for provision of HIV testing services to the targeted populations according to the National Guidelines. Working in collaboration with the other peer staff at the program sites, and community and facility, the HTS Lay counsellor will distribute HIV self- testing, support linkage to care and initiate appropriate linkage of program beneficiaries with prevention and treatment services.

 Conduct comprehensive health screening and risk assessment for all clients to determine the need for HIV testing and for referral to other HIV services;

 Conduct day to day outreach to provide a package of HIV prevention services using manual (IPC); including HIV testing, health education, condoms, and lubricants distributions, PrEP education and facilitate referrals;

 Demand creation of HIV Testing services (HTS), PrEP, and other health services; linkages and follow up actions on clients to ensure they access HTS and PrEP at the referral destinations;

 Carry out pretest counselling, rapid testing and post-test counselling of clients in line with the national HTS guidelines, protocols and procedures including provision of HIV Self-Testing, partner notification services and index testing.

 Link and refer client for ART and PrEP services and other services including TB and SRH

 Facilitate linkages of HIV positive clients to HIV care and treatment;

 Make follow up actions on HIV positive clients to ensure their linkages into care and treatment

 Follow National policy, guidelines protocols on HIV testing services;

 Participate in activities that promote health and other rights of Key Populations;

 Ensure proper use and disposal of any infectious materials as per the National guidelines;

 Provide adherence support to PrEP and ART clients as well as referring ART clients for viral load services

 Ensure appropriate completion of HTS data collection tools

 Liaise with community structures and partners to enable an environment for HTS

 Participate and contribute to HIV testing and quality assurance activities

 Maintain collaborations and linkages with health facilities and other partners in provision of services

 Maintain the highest level of good conduct and confidentiality

 Provide weekly updates and monthly reports, contribute to quarterly and annual reports.

 Must have completed COSC / LGCSE or Equivalent

 Must have a minimum of one (1) year of work experience in supporting interventions for the targeted population

 Must be a certified HTS Lay Counsellor

 Good interpersonal and communication skills

 Ability to work flexible hours including weekends

 Ability to travel as and when required, and to work in challenging environment

 Basic computer skills a requirement

 Be a member of the targeted populations
