We are currently seeking qualified candidates for the position of Monitoring and Evaluation Officer for the SECURE project in Lesotho. The position will be based in Mohale’s Hoek district.

SECURE Project Description

The USAID Sustaining Epidemic Control through Unified Prevention (SECURE) program is a five-year activity that seeks to build on this positive momentum by providing USAID a flexible, locally led response differentiated by target population and built on our record of success in Lesotho, existing presence across the target geography, and FHI 360’s deep bench of technical expertise. Our approach seeks to strengthen the system that provides integrated primary health care (PHC), health promotion, health systems strengthening and preventive services and transitions leadership to key government-led services and local implementers. Our partners offer complementary expertise and trusted relationships with the Government of Lesotho (GOL), stakeholders, and communities. Our team will serve as mentors, trainers, advisors, and facilitators to bolster local partner and government capacity, skills, and tools to lead the HIV prevention response toward reaching, maintaining, and sustaining HIV epidemic control.

Job Description: 

Reporting to the Senior M&E Officer, the M&E Officer is responsible for designing, implementing, and managing the monitoring and evaluation framework for the SECURE Project at district level. This role involves ensuring that all project activities and outcomes are tracked, assessed, and reported accurately to improve program effectiveness and impact.

Position Description /Roles and Responsibilities:

  • Develop and implement monitoring systems and tools to track SECURE project progress and performance (including VMMC, AGYW PrEP and Key population) in the district in line with district targets.
  • Support the respective teams (VMMC, AGYW PrEP, KP implementing teams) to monitor activities in line with the project’s logical framework and indicators.
  • Work with the SI team to design and conduct evaluations to assess the effectiveness, efficiency, and sustainability of the project.
  • Participate in the data capturing and analysis of the program results, data cleaning and to generate reports related to project activities, including weekly, monthly and quarterly progress reports, as appropriate. 
  • Collect data on regular basis to measure achievement against the performance indicators, check data quality, participate in data verification, maintain and administer the M&E databases.
  • Support the team to ensure data integrity and confidentiality.
  • Prepare regular monitoring and evaluation reports for internal and external stakeholders.
  • Work closely with the DHMT to ensure periodic reporting (monthly and quarterly) in line with Ministry of Health reporting standards.
  • Provide data-driven insights and recommendations to inform decision-making.
  • Assist in drafting donor reports and ensuring compliance with donor requirements.
  • Assist to train and support project staff and partners in M&E practices and tools.
  • Collaborate with program managers, partners, and stakeholders to ensure alignment with M&E objectives.
  • Participate in project planning and review meetings to provide M&E inputs.
  • Contribute to the preparation of program reports; and participate in the documentation and dissemination of project results, lessons and areas of best practices. 
  • Work in close liaison with the technical team (VMMC, AGYW PrEP, KP, Community Engagement) to regularly track reporting of program results; to participate in data verifications; and, to support periodic monitoring and review of progress towards achievement of program milestones and targets. 
  • Participate in supporting sub partners to take part in the district partners or stakeholders’ engagement (including Primary Health Care (PHC) meetings) to ensure that progress on programmatic achievements is shared and challenges which could benefit from synergies from collaborations with other implementing partners are discussed. 
  • Coordinate and contribute to the development of sub-partner-specific reports that outline district performance in the respective partner delivery areas. Participate in progress review meetings and support partners to use data for programmatic decision making. 
  • Supervise and provide ongoing technical support and mentorship to SECURE project M&E Assistants in the assigned district.
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan. 
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives. 
  • Roles and responsibilities outlined above provide insight of expected roles any other duties maybe assigned by the supervisor. 

Minimum Qualifications: 

  • A minimum of Bachelor’s degree in social sciences, Statistics, Development Studies, or a related field. A master’s degree or relevant certification (e.g., PMP, M&E Certification) is preferred.
  • At least 3 years of experience in monitoring and evaluation, preferably in HIV/AIDS related programs e.g. Key Populations, VMMC, AGYW etc.
  • Ability to communicate complex technical and programmatic initiatives and interventions both verbally and in writing. 
  • Ability to take initiative and able to work with limited supervision in a dynamic multi-cultural environment. 
  • Ability to be proactive, strategic, and analytical when solving problems. 
  • Strong data analysis skills. 
  • Ability to uphold the organizational values and align with its mission. 

Additional Requirements:

  • Experience implementing community-based HIV and AIDS prevention, care and support programs. 
  • Experience of working in USG/USAID -funded programs. 
  • Experience in providing training, mentorship and coaching to external partners. 
  • Experience in providing technical support to HIV/AIDS-related programs to external partners. 
  • Experience with HIV and AIDS interventions for key populations, AGYW, Children living with HIV will be an added advantage. 
  • Strong and demonstrated experience in supporting HIV prevention, care and support programs in Lesotho and in the region. 
  • Experience in monitoring programmatic, technical, and operational statuses of multiple programs. 
  • Experience in M&E protocols, best practices, and database administration. 
  • Excellent oral and written communication skills. 
  • Proven ability to work effectively and independently as a member of a dynamic team in a fast-paced environment. 
  • Added competency experience in the use of Microsoft Word, Excel, PowerPoint, Outlook and Internet skills. 
  • Ability and willingness to work flexible hours, and to travel domestically, and on short notice when necessary.
