Background
Since 2018, the Government of Lesotho (GoL) in partnership with United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP). A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019, which sought to establish the NRA, and mandated it to implement the national reforms process within a period of 12 to 18 months.
Following the end of term of the NRA in April 2022, the Government of Lesotho established the National Reforms Transitional Office (NRTO) as a Technical Unit under the Ministry of Justice and Law on account that that there’s a need to ensure that there’s stability, sustainability and continuity of the reforms. The NRTO is constituted of the former NRA Secretariat, to be a repository of the NRA’s institutional memory and reforms agenda; provide support to the Government of Lesotho through the Ministry of Justice and Law as well as the Parliament Portfolio Committee seized with the passage of the constitutional and other national reforms activities inclusive of peace architecture, among others.
PRIMARY PURPOSE OF THE POSITION
The incumbent is responsible for day to day strategic, financial management, corporate governance, administration and management of the affairs of the National Reforms Transitional Office (NRTO).
Specific Duties and Responsibilities:
- To be Chief Accounting Officer of NRTO
- To mobilize resources for NRTO
- Plans, manages, organizes and control the activities of the NRTO.
- Ensures proper keeping and maintenance of records of the NRTO
- Ensures proper keeping of books of accounts of the NRTO.
- Ensures preparation of status of accounts or expenditure of the NRTO every calendar month in accordance with the Public Financial Management and Accountability Act, 2011.
- Submit the status of accounts or expenditure to the Ministry of Justice and Law for submission to the Account General at the end of every calendar month.
- Ensures compliance to international accepted standards of the financial records in relation to its operations and accounts and records.
- Liaises with external parties, service providers to ensure effective management of the office.
- Liaises with the Government on matters relating to the NRTO as need be.
- Ensures preparation of NRTO’s annual budget,
- Provides feedback to the Ministry on the performance and progress on activities relating to his/her duties.
- Sets and agrees on performance agreement with Honourable Minister on annual basis.
- Conducts quarterly review with Honourable Minister to assess achievement of set goals.
KEY PERFORMANCE AREAS AND RESPONSIBILITIES
- NRTO strategy developed and implemented
- NRTO budget developed & implemented
- Annual fi nancial statements reviewed
- Support staff appointed on timely basis and on agreed standards.
Minimum Requirements
- MBA or Master’s degree in Business Management or LLM/LLB or Masters in Financial Management, or Masters of Political Science and Administration or equivalent with at least five (5) years working experience in senior managerial position in a government/state owned enterprises or private sector organizations.
OR - Degree in Business Administration or Degree in Business Management or BA Law or Degree in Political Science and Administration or equivalent with at least ten (10) years working experience in senior managerial position in a government/state owned enterprises or private sector organizations.
- Management Development Programme (MDP) would be an added advantage.
- Knowledge of Lesotho reforms would be an added advantage.
- Knowledge of English and Sesotho Languages would be an added advantage.

- The Honourable Minister of Justice and Law
CONTRACT DURATION
- 6 Months Fixed – Term Contract
WORKING CONDITIONS OFFICE BOUND/ON-SITE/TRAVEL
- By nature of this position, travelling will be required and valid driver’s license is a requirement for this position. Travel will be required within Lesotho as well as travel to other countries from time to time.
