Duration: Eighteen (18) Months
The Government of Lesotho has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP). The project aims to accelerate electricity access along two (2) dimensions: (i) grid extension to economic development zones in peri-urban areas, and (ii) the deployment of mini-grids to reach rural and remote communities.
The Lesotho Electricity Company (Pty) Ltd is implementing Components 1 and Sub-component 2a of LREEAP respectively named Grid Extension to Peri-urban Areas of Lesotho and Rehabilitation and Upgrading of LEC Mini-grid at Semonkong.
In accordance with the Resettlement Policy Framework (RPF) of the LREEAP, the first port of entry is the setting up of a Grievance Redress Committee (GRC) for all sub-projects at community level. The GRCs will comprise of representatives of stakeholders affected. A functional GRC will make use of existing local grievance redress processes available in the community. The committees should be able to address local community concerns together with a community participation liaison officer (CPLO).
The LREEAP is now recruiting a Project’s CPLO to engage with the GRC and the community at large by undertaking the roles and responsibilities mentioned hereunder. The CPLO will play a critical role in ensuring citizens’ engagement and accessible (including vulnerable groups) consultations at the local level in all project activities in order to manage grievances of specific projects, and provide feedback and regular updates to the Project.
Objectives and Scope of Services of the CPLO
The CPLO shall act as the first point of contact for the LREEAP by identifying social and environmental issues affecting the community as a result of implementation of LREEAP sub-projects.
Reporting to the LREEAP LEC’s Social Safeguards Specialist, the incumbent shall implement the stakeholder engagement activities and provide the required support in terms of environmental and social aspects of the LREEAP sub-projects. The scope of Consultant’s responsibilities is as follows:
a. Engage with and foster community relationships, partnerships, groups and networks; with the Project
b. Develop, maintain relationships and partnerships between the project and the communities in the areas where the works are being undertaken, including local chiefs, religious leaders, community change agents, Civil Society including Non- Governmental Organization (NGO’s), Community Based Organizations (CBOS), private sector agencies and other service providers with the aim to fostering good relations between all stakeholders;
c. Assist in ensuring that families and communities in the project area are aware of the project through delivering presentations, organizing forums for dialogue, information exchange and dissemination;
d. Liaise with local community groups, relevant stakeholders to facilitate community linkages with LREEAP;
e. Disclose all site-specific Environmental and Social Management Plans (ESMPs) and all other project documents and information which are subject to public consumption;
f. Facilitate trainings and meetings for stakeholders on any environmental and social issues.
g. Create awareness on the existence of the LREEAP sub project and Grievance Redress Mechanism;
h. Oversee implementation and operation of the Grievance Redress Mechanisms (GRM) for specific projects;
i. Register grievances/complaints in the Grievance Log Book;
j. Assist the LREEAP in responding back to the beneficiary’s queries/ complaints lodged, giving their status and/or their outcome if they had been resolved;
k. Receive community and stakeholders’ complaints and concerns and record them in a database; and update complainant’s
information in the database regularly;
Qualifications and Experience
a. Bachelor’s Degree in the Social sciences fi eld or relevant qualification;
b. Two (2) years’ relevant experience in working with international donor funded projects working with communities especially in Lesotho;
c. Familiarity with potential conflict issues at the community level;
d. Demonstrate ability to work collaboratively with project stakeholders and beneficiaries;
e. Excellent oral and written fluency in Sesotho and English;
f. Superior organizational and time management skills;
g. Demonstrable ability to produce informative reports for the client
h. Must possess a driving license with at least 5 years driving experience in the remote Lesotho terrain.
Recruitment Process and Contract Type
The selection method shall follow the World Bank’s Individual Consultant selection method the procurement process shall be governed by the World Bank’s Procurement Regulations for IPF Borrowers September 2023 (Fifth Edition).
The incumbent shall be selected on the basis of their relevant experience, qualifications, and capability to carry out the assignment. Candidates shall be considered if they meet minimum relevant requirements which shall be determined by the Client on the basis of the nature and complexity of the assignment, and assessed on the basis of academic background and relevant specific experience and, as appropriate, knowledge of local conditions such as national language, culture, administrative systems, and government organization.
