mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritises healthcare for families who need it most, delivered by women who know them best. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. In 2021, m2m reached over 1.6M people across 10 African nations, including 402,616 adolescents (ages 10-19) – 51% more than the year before. m2m also advanced the Global Goals of ending HIV/AIDS by 2030 – by achieving virtual elimination of mother-to-child transmission of HIV among its enrolled clients for the eighth consecutive year, and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Job Description

The purpose of this position is to provide support for all Monitoring, Evaluation, and Learning (MEL) OVC activities of the project. S/he will be responsible for implementing M&E systems, including indicator targeting, tracking, and reporting according to USAID standards, managing a data collection system, leading impact assessments, and a learning strategy. in Lesotho., under the USAID-funded and m2m-led Bokamoso project. In this pivotal role, this role will focus on providing technical leadership for the analysis and use of data to inform programming decisions, improvement of systems for data quality and reporting at all levels – with direct oversight of up to three M&E personnel (One SI Coordinator (OVC) and two M&E Assistants (OVC)). The position will be based at the Country Office in Maseru and report directly to the SI Lead. The position is contingent on funding and donor approval.

Key Performance Areas

Data Collection
•    Ensuring complete and accurate data collection and reporting.
•    Ensuring all geolocation staff members understand indicators.
•    Generate data reports based on entered data on a periodic basis and as required
•    Respond to information access and retrieval requests from authorised members
•    Update data systems to capture additional information based on project and donor needs.
 
Data quality Management
•    Works closely with SI Lead and DREAMS Managers to monitor progress on reaching field level targets.
•    Ensures all the M&E tools are kept well and the data is accurately recorded.
•    Provides technical support and on-going supervision to site level staff on LODIIS.

Training and development
•    Works collaboratively with Programmes team and identify areas of capacity building and training.
•    Make recommendations to SI Lead for onsite training needs.
•    Develops a comprehensive monthly supportive supervision plans with SI Lead to supervise field level activities.
•    Supports SI Lead in trainings and capacity building and rolling out of new initiatives and innovations.

Reports/ Documentation
•    Lead Bokamoso project M&E related internal and reporting
•    Provide data and information whenever required to document lessons learned and special reports.
•    Prepare presentations for donors and relevant ministries (MoGYSD, MoETand MOH).
•    Assist the Lesotho Country Team as required including running reports of data used for programme review and planning.
•    Provide relevant strategic information for evidence-based programmatic and strategic decision-making

Capacity Building
•    Assist with training sessions of SI Coordinators and field level staff on data documentation, indicators, monthly data compilation and data quality check techniques. 
•    Conduct on site supportive supervision visits to identify gaps and challenges faced by field staff and offer support to SI Coordinators on onsite training, mentoring and support for improved data collection and management. 
•    Facilitate M&E training components during pre-service training and in-service training

Routine Reporting: 
•    Lead data capturing into DATIM on quarterly, semi-annual basis and annual basis
•    Participating in m2m Annual Evaluation and other operations research activities to carry out data extraction, capturing and cleaning.

Job Requirements

Qualifications and Experience:

  • Degree in Statistics, Demography, Economics or related field
  • Additional experience may substitute for some education
  • Minimum of five (5 )years working experience with PEPFAR programming, including OVC, HIV prevention programming for Adolescent Girls and Young Women (AGYW) in Lesotho
  • The OVC M&E Manager will have robust field experience, excellent teamwork skills, and a deep understanding of PEPFAR data systems
  • Experience with USAID data collection and reporting system, e.g DATIM
  • Experience in developing and monitoring projects’ PMPs to systematically document project performance
  • Experience using monitoring and evaluation systems with USAID-supported indicators

Competencies:

  • Basic understanding of HIV/AIDS indicators, performance tracking and performance tracking tools
  • Numeracy skills
  • Basic filing skills
  • Fluency in English and Sesotho essential
  • Basic understanding of digital health platforms such as DHIS2, Tableu, Power BI,and Commcare
  • Understanding of Microsoft Word, Excel, Powerpoint and Access
  • Knowledge of data analysis software’s; STATA, R, SPSS, SAS and data visualisations
  • High level of accuracy and attention to detail
  • Possess good analytical and interpersonal skills
  • Ability and willingness to meet reporting deadlines
  • Ability to work independently, under pressure, remain calm and have sensible judgment
  • Ability to take direction and learn on the job
  • Ability to multi-task duties and apply practical problem-solving skills as needed
  • Make a positive contribution to the overall performance of the M&E team
