mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. Job Description
The Procurement Officer is responsible for ensuring that procurement processes and documentation follows donor and organizational policies, rules and regulations. He/she will ensure all due diligence is carried out and all procurement is with approved vendors.
Procurement
- Responsible for adherence to m2m procurement policies and donor rules and regulations
- Develop annual and quarterly procurement plans
- Initiate the purchasing function including sourcing of quotations and recommend vendor selection in line with the m2m procurement policy
- Record and enter all invoices into the accounting system
- In consultation with the Finance Manager, handle supplier queries regarding payments and service delivery
- Initiate the process to setup of new suppliers/vendors in the accounting system and ensure all required documents are supplied and filed
- Perform daily checks for all vendors engaged per policy and donor requirements
- Maintain and update supplier information and do relevant background checks and terrorist/debarment checks
- Ensure that direct debits Payment are checked to supporting documentation and correctly recorded in the accounting system
- Run the creditor report at month-end
- Ensure monthly payment reports are produced for the cash flow analysis
- Maintain an updated list of preferred vendors for and suggest new vendors required for the project
- Provide confirmation to service providers to render services and/or goods upon approval of purchases orders
- Ensure adherence to set timelines for payments to service providers and/or staff
- Serve as the chairperson of the board
- Ensure board member operate according to the charter
- Ensure recommendation of the board are approve prior engagement and filed
- Manages warranties
On Going Support and Control of Service Level Agreements with External Service Providers
- Responsible for the efficiency of procurement operations through the presence of appropriate systems and processes – planning, implementation, and assessment
- Support engagement of consultants in liaison with G&C
- Produce procurement unit training plan for staff development
- Provide the training on all staff
- Coordinate for and ensure physical security for the Lesotho Country office and site offices

Job Requirements
Qualifications and Experience
- University Degree or College certification in Financial, procurement and business administration and or related fields
- 3 years’ experience in a similar role
- Computer literacy: (Office suite: Word, Excel, Outlook), Internet
- Ideally, a valid (unendorsed) driver’s license. The driver’s license must be valid for the SADC region for a 5 or 7 seater passenger vehicle;
Competencies
- Fluency in English language
- Ability to work independently, problem-solve collectively and innovatively.
